Police: Woman arrested in DC cathedral vandalism

WASHINGTON (AP) ? A woman was arrested Monday after green paint was found splattered inside two chapels at the Washington National Cathedral, and police were investigating her in connection with two similar incidents on the National Mall, authorities said.

The woman was arrested inside the cathedral shortly after the paint was found, police and cathedral officials said. Investigators were hoping to question her about the vandalism on the Mall, including at the Lincoln Memorial, but a language barrier delayed the interrogation, Assistant D.C. Police Chief Peter Newsham said.

The woman would likely be charged with destruction of property, Newsham said.

Green paint was found early Friday morning on the Lincoln Memorial, and symbols were found painted in green later Friday on another statue on the Mall. The Lincoln Memorial was closed temporarily but reopened later Friday.

Officials at the cathedral discovered the paint inside two chapels Monday afternoon. It was still wet, which led them to believe the vandalism had just occurred. Officials called police immediately and closed the cathedral to visitors while authorities searched the grounds.

The paint was splashed onto an organ and on the floor inside the cathedral's historic Bethlehem Chapel on the basement level, officials said. It was also found inside Children's Chapel in the nave of the cathedral.

Also Monday, U.S. Park Police said green paint was found on the statue of Joseph Henry outside the headquarters of the Smithsonian Institution on the Mall. Henry was the Smithsonian's first secretary.

Meanwhile, crews continued working Monday to remove the paint from the Lincoln Memorial. The National Park Service said progressively stronger substances would be used until all the paint is gone, which could take several days. The memorial was scheduled to be power washed Tuesday.

Sgt. Paul Brooks, a U.S. Park Police spokesman, said it was too early to tell whether the same person was responsible for the vandalism at the two Mall landmarks. He noted that while the paint appeared to be splattered indiscriminately on the memorial, the statue appeared to have been deliberately painted. The symbols on the statue were not immediately decipherable.

D.C. police said paint from the cathedral would likely be sent to the FBI for testing.

Cleanup and restoration work at the cathedral was expected to cost $15,000, cathedral spokesman Richard Weinberg said. Crews were there late Monday, and events at the cathedral were going on as scheduled. Some of the paint was splattered onto the decorative wall behind the altar in the Children's Chapel, which has ornate wood carvings that required some restoration, Weinberg said.

Bethlehem Chapel was opened in 1912 and is the oldest section of the cathedral. It was the site of President Woodrow Wilson's burial rites, and his remains were entombed there for more than three decades. Wilson's remains were later interred in a memorial bay on the cathedral's main level.

Washington National Cathedral is an Episcopal cathedral that serves as the nation's spiritual home. It has hosted inaugural prayer services and the state funerals for presidents Dwight Eisenhower, Ronald Reagan and Gerald Ford.

'Comet of the Century' already may have fizzled out

CAPE CANAVERAL, Florida (Reuters) - Astronomers slated to meet this week to discuss observing plans for Comet ISON may not have much to talk about. The so-called "Comet of the Century" may already have fizzled out.

"The future of comet ISON does not look bright," astronomer Ignacio Ferrin, with the University of Antioquia in Colombia, said in a statement on Monday.

Ferrin's calculations show the comet, which is currently moving toward the sun at 16 miles per second, has not brightened since mid-January. That may be because the comet is already out of ice particles in its body, which melt as the comet moves closer to the sun, creating a long, bright tail.

Another theory is that the comet is covered in a layer of silicate dust that snuffs out water vapor and other gases that brighten the comet.

"Comet ISON has been on a standstill for more than 132 days ... a rather puzzling feat," Ferrin wrote in a paper submitted to the Monthly Notices of the Royal Astronomical Society and posted online at the archival site arXiv.org.

The comet, named ISON for the International Scientific Optical Network that made its discovery, was found in September 2012 by two amateur Russian astronomers.

It is due to pass about 724,000 miles (1.2 million km) from the sun on November 28. The relatively close pass was expected to create a massive tail that some scientists predict will be visible even in daylight.

If it survives, that is. At that distance, the comet would reach temperatures of about 4,900 degrees Fahrenheit (2,700 degrees Celsius) - hot enough to melt lead. It may also be pulled apart by the sun's gravity.

Scientists believe the comet hails from the Oort Cloud, a cluster of icy rocks that circle the sun about 50,000 times farther away than Earth's orbit. Calculations show Comet ISON is making its first - and possibly last - voyage into the inner solar system.

Gunman among 7 dead after Fla. apartment shootout

(AP) ? A gunman holding hostages inside a South Florida apartment complex killed six people before being shot to death by a SWAT team that stormed the building early Saturday following an hours-long standoff, police said.

Sgt. Eddie Rodriguez told The Associated Press that police got a call around 6:30 p.m. Friday that shots had been fired in a building with dozens of apartments in Hialeah, just a few miles north of Miami.

Rodriguez said that when police arrived, they discovered an active shooter situation: "He's inside the building, moving from floor to floor. Eventually he barricades himself in an apartment."

A crisis team was able to briefly establish communication with the man. Rodriguez said negotiators and a SWAT team tried talking with him from the other side of the door of an apartment unit where he was holding two hostages.

But Rodriguez said the talks eventually "just fell apart." Officers stormed the building, fatally shooting the gunman in an exchange of gunfire.

"They made the decision to go in there and save and rescue the hostages," Rodriguez said. Both hostages survived. Rodriguez said he didn't have any information on how long negotiations lasted.

He said police discovered two people, a male and female, shot to death in the hallway in front of one unit. Three more, a male and two females, were found shot and killed in another apartment on a different floor. Another man who was walking his children into an apartment across the street also was killed. Rodriguez said it wasn't immediately clear whether the gunman took aim at him from an upper-level balcony or if he was hit by a stray bullet.

"From up there, he was able to shoot at people across the street, catching this one man who was just walking into his apartment," Rodriguez said.

In the large Miami suburb of Hialeah, the entrance to the quiet neighborhood lined with apartment buildings was blocked off early Saturday.

The standoff occurred in an aging beige five-story building with an open terrace in the middle.

Miriam Valdes, 70, said she lives on the top floor ? one floor above where the shooting began. She said she heard gunfire and later saw smoke entering her apartment.

She described running in fear to the unit across the hall, where she stayed holed up as officers negotiated with the gunman.

From the apartment, Valdes said she could hear about eight officers talking with the gunman.

She said she heard the officers tell him to "let these people out."

"We're going to help you," she said they told him.

She said the gunman first asked for his girlfriend and then his mother but refused to cooperate.

Ester Lazcano said she lives two doors down from where the shooting began and was in the shower when she heard the first shots. Then there were many more.

"I felt the shots," she said.

Neighbors said the gunman lived in the building, but police wouldn't confirm that information. Rodriguez said police were still investigating the motive and identifying the gunman and victims.

"Investigators are talking with families of the victims, neighbors, people that were present when all this began," he said. "That way we can start to piece together this huge puzzle that we're working with."

At least 77 people dead in Spain train accident

SANTIAGO DE COMPOSTELA, Spain (AP) ? Spanish investigators tried to determine Thursday why a passenger train jumped the tracks and sent eight cars crashing into each other just before arriving in this northwestern shrine city on the eve of a major Christian religious festival, killing at least 77 people and injuring more than 140.

Seventy-three people were found dead at the scene of the accident and four died in hospitals, said Maria Pardo Rios, spokeswoman for the Galicia region's main court. At least 141 people were injured ? some of them critically ? after the eight-carriage train carrying 218 passengers derailed about an hour before sunset Wednesday night.

Authorities did not identify any possible causes of the accident on a pronounced curve just outside Santiago de Compostela, but a spokeswoman with Spain's Interior Ministry said Thursday that the possibility that the derailment was caused by a terrorist attack had been ruled out. She spoke on condition of anonymity because of the ministry policy.

It was Spain's deadliest train accident since 1972, when a train collided with a bus in southwestern Spain, killing 86 people and injuring 112. Prime Minister Mariano Rajoy, who was born in Santiago de Compostela, went to the crash scene on Thursday. Officials in the city canceled ceremonies for its annual religious festival that attracts tens of thousands of Christians from around the world.

Rescue workers spent the night searching through smashed cars alongside the tracks, and Pardo said it was possible that the death toll could go higher. Many of the dead were taken to a makeshift morgue set up in the city's largest indoor sports arena.

A regional Galicia health official, Rocio Mosquera, told reporters at a press conference early Thursday morning that 141 passengers from the train had been treated at area hospitals, with their conditions ranging from light injuries to serious. Some were still in surgery hours after the crash.

As dawn arrived, cranes brought to the scene were used to lift the cars off the tracks and rescue workers were seen collecting passenger luggage and putting it into a truck next to the tracks.

The site itself was a scene of horror immediately after the crash. Smoke billowed from at least one car which caught fire; another broke into two parts. Residents of the urban neighborhood alongside the tracks struggled to help victims out of the toppled cars.

Rescue workers lined up bodies covered in blankets alongside the tracks and some passengers were pulled out of broken windows. Television images showed one man atop a carriage lying on its side, using a pickaxe to try to smash through a window. Residents said other rescuers used rocks.

State-owned train operator Renfe said in a statement an unspecified number of staff were also on board the train during the 8.41 p.m. (1841 GMT) crash on a section of tracks about 2.5 miles (4 kilometers) from Santiago de Compostela that came online two years ago. Spanish media said the train had two conductors aboard and that both survived.

Renfe and Adif, the state-owned company which manages tracks, signals and other railway infrastructure, were cooperating with a judge who has been appointed to investigate the accident, Renfe said.

Catholic pilgrims converge on the Santiago de Compostela annually to celebrate a festival honoring St. James, the disciple of Jesus whose remains are said to rest in a shrine. The city is the main gathering point for the faithful who make it to the end of the El Camino de Santiago pilgrimage route that has drawn Christians since the Middle Ages.

The accident created a scene that was "Dante-esque," said Alberto Nunez Feijoo, president of the region of Galicia where Santiago de Compostela is the capital. He declared seven days of mourning to honor the victims.

Several injured passengers said they felt a strong vibration just before the cars jumped the tracks, said Xabier Martinez, a photographer who talked with them after arriving at the scene as rescue workers were removing dozens of bodies.

Passenger Ricardo Montero told the Cadena Ser radio station that "when the train reached that bend it began to flip over, many times, with some carriages ending up on top of others, leaving many people trapped below. We had to get under the carriages to get out."

Another passenger, Sergio Prego, told Cadena Ser the train "travelled very fast" just before it derailed and the cars flipped upside down, on their sides and into the air.

"I've been very lucky because I'm one of the few able to walk out," he said.

The Alvia 730 series train started from Madrid and was scheduled to end its journey at El Ferrol, about 95 kilometers (60 miles) north of Santiago de Compostela. Alvias are high-speed but do not go as fast as Spain's fastest bullet trains called AVEs.

The maximum Alvia speed is 250 kph (155 mph) on tracks made especially for the AVEs, and they travel at a maximum speed of 220 kph (137 mph) on normal gauge rails.

Other major train crashes in Spain over the decades include a 1944 accident on a train traveling from Madrid to the Galicia region that killed 78 people. A subway crash in the southern city of Valencia killed 43 people in 2006 and was blamed on excessive speed. The Madrid train bombings carried out in 2004 killed 191 people.

The Bank of England will debut a British 10 pound Sterling banknote bearing the likeness of author Jane Austen.

LONDON -- Lovers of Pride and Prejudice will no doubt be shouting, "A thousand times yes!" when they hear that British 19th century novelist Jane Austen will become the face of the new 10 pound note.

The Bank of England made that announcement on Wednesday, defusing criticism that women are under-represented on the country's currency.

The writer of classics such as "Sense and Sensibility" and "Emma" will replace naturalist Charles Darwin on the reverse of Britain's most popular banknote.

Britain's central bank sparked an outcry in April when it announced former prime minister Winston Churchill would replace social reformer Elizabeth Fry on the reverse side of the five pound note, depriving the currency of its only female historical figure.

Mark Carney, the first foreigner to head the bank in its 319-year history, praised Austen as "one of the greatest writers in English literature" and said the choice of future banknote characters would be reviewed to ensure a row of this sort did not erupt again.

"We believe that our notes should celebrate the full diversity of great British historical figures and their contributions in a wide range of fields," he told a gathering at the Jane Austen House Museum in Chawton, the 17th century house where the author wrote some of her best-known novels.

The Austen notes are likely to come into circulation in 2017 and will feature a portrait adapted from an original sketch by Jane's sister together with the quote 'I declare after all there is no enjoyment like reading!' from Pride and Prejudice. ('A thousand times yes' does not appear in the book. That's a Keira Knightley special from the 2005 film based on the book.)

Reformist zeal
Carney, who headed the Bank of Canada before taking the helm of Britain's central bank on July 1, is keen to assert his reformist credentials in an antiquated institution where doormen still dress in top hats and pink tail-coats.

Whether Carney, who has four daughters, will succeed in redressing the gender imbalance on the bank's monetary policy committee remains to be seen. The nine-strong body has been male-only since May 2010, and only four women have served on the committee since its creation in 1997.

In his first public press conference since taking office, Carney made only the slightest reference to monetary policy.

"You can be comforted that our job at the Bank of England is to protect the value of the new Jane Austen note," he said. "In fact, maintaining confidence in our currency is the fundamental responsibility of your central bank."

Like many other countries, Britain changes the design of its banknotes at regular intervals to address counterfeiting risks.

While the sovereign has been depicted on British banknotes since 1960, the vast majority of historical figures - introduced in 1970 - have been men. The pioneering nurse Florence Nightingale appeared on the 10 pound note from the mid-1970s, but the notes went out of issue in the early 1990s.

INDIANAPOLIS, USA, and COPENHAGEN, Denmark -- The Regenstrief Institute Inc. and the International Health Terminology Standards Development Organisation have signed a long-term agreement to begin cooperative work linking their leading global health care terminologies: Logical Observation Identifiers Names and Codes, or LOINC, and SNOMED Clinical Terms. This timely and significant agreement will help improve safety, functionality and interoperability for the rapidly growing number of clinicians who manage and exchange health data with electronic medical records.

This agreement builds on and complements the strengths of both organizations and terminologies. The cooperative work will link the rich clinical semantics of SNOMED CT to LOINC codes, which provide extensive coverage of laboratory tests and some types of clinical measurements. By aligning how the two terminologies represent the attributes of laboratory tests and some types of clinical measurements, this collaboration will provide users a common framework within which to use LOINC and SNOMED CT.

Regenstrief and IHTSDO are not-for-profit organizations that seek to enhance the effective delivery of health care. The organizations believe it makes sense to work together to limit duplication of effort and focus limited resources on enhancements that serve the practical needs of the growing number of users of LOINC and SNOMED CT.

Over the past few years, IHTSDO and Regenstrief have worked together on shorter-term and smaller-scale projects. This landmark 2013 agreement defines a long-term, broadly scoped, working relationship. To underline the long-term commitment of both organizations, the new agreement will be in force for at least 10 years. The organizations' immediate focus is laboratory testing as well as some basic clinical measurements, and they intend to expand into other areas of mutual interest in the future.

The signatories say the agreement is only the beginning and launches the practical work needed to realize shared objectives.

"IHTSDO is very pleased with the conclusion of the long-term agreement with the Regenstrief Institute Inc. and thereby with the LOINC Committee," said John van Beek, chair of the IHTSDO Management Board. "This agreement consolidates the growing cooperation between our organizations. It will lead to acceleration of cooperative work to improve interoperable use of SNOMED CT with LOINC, which will benefit the quality and effectiveness of health care."

"Regenstrief is enthusiastic about this joint work with IHTSDO because we believe it will enhance the ability of clinical systems worldwide to share and understand the health data they receive from many sources," said Regenstrief investigator Daniel Vreeman, P.T., DPT, M.Sc., associate director of terminology services at the Regenstrief Institute and assistant research professor of medicine at the Indiana University School of Medicine. Fresh Paint, the digital art app born on Windows 8, has finally migrated to mobile devices, and starting today, aspiring artists running Windows Phone 8 can fiddle with its brushes to their hearts' content. This new, simplified version doesn't make any major departures from the Windows 8 application; you can still mix pigments to create custom hues, share your creations via text, e-mail and SkyDrive and add filters to your photos to make them look like paintings or sketches. It's worth noting that WP8 doesn't support styluses, so you'll have to make do with finger painting or a capacitative stylus without pressure sensitivity.
